In the Fall of 1973, Harvey Phillips, Professor of Tuba at Indiana University, conceived of a series of fall recitals for his students. The format was to have returning students showcase the existing tuba and euphonium literature for the incoming freshman and, in return, have the freshmen demonstrate abilities by performing for the upperclassmen. He then coined the name Octubafest for the celebration which was planned for the weekend following the recital series. It has become a tradition on campuses and cities nationwide.
